Digital police offices respond quickly to rural road accidents in Yinchuan

The Yinchuan municipal public security bureau has built digital police offices on rural roads with an information-based social security prevention and control system, to improve and boost the rural governance capacity and rural revitalization in Yinchuan city. 

The bureau has always adhered to the "big data" strategy and further promoted reforms in its policing mechanism. 

Taking the "cycle-level investigation, unit prevention, and element regulation and control" as the core, it has established a security prevention and control system. It has expanded its coverage with comprehensive policing treatment centers in communities, police stations on the streets and digital police offices on rural roads. 

The system has transformed traditional policing mechanism into an active, intelligent, precise and visual version.

Since the operation of the digital police offices in March, statistics show that the number of traffic accidents on rural roads has decreased by 15 percent. More than 130 conflicts and disputes of traffic accidents have been resolved, and emergency services have been provided to residents more than 260 times.

The bureau has focused on dealing with illegal behaviors and accident risks, such as carrying people by agricultural vehicles and overloading on rural roads, and built six rural road digital police offices. 

These digital police offices can manage road monitoring, data analysis, and other function platforms in the jurisdiction. The decentralized resources can preset integration of command, dispatch, analysis, and service, resolving hidden accidents before they occur. 

"The digital police offices have changed our work patterns from passive to active, and data empowerment improves our work efficiency," said Mu Xiaoduo, head of the science and technology facilities section of the bureau's traffic management branch.

On March 24, a traffic accident occurred on the Commercial Street of Liangtian town, Jinfeng district, where an automobile passed an intersection without a signal light and did not let the oncoming vehicle on the right go first. A policeman from the Liangtian traffic police squadron quickly reacted while on patrol. 

Evidence collection, determining accident responsibility, explaining the laws and regulations to both parties, and disposing of the accident on the "Traffic Management 12123" APP took the police officer less than 10 minutes to deal with the case.

"In the past, it would take at least 30 minutes to reach Liangtian town from receiving the calls in our battalion. Now, stationed in the Liangtian digital police office, we can quickly resolve conflicts caused by accidents and greatly improve our work to the masses' satisfaction," said Shang Tao, the squadron leader.

With digital police offices, the relationship between the police and the masses is getting closer. Many rural people come to the newly-built digital police offices and ask how to test their driver's license, how to register vehicles, and how to deal with traffic violations. Consequently, the police can better meet the needs of rural residents. 

"Now the phenomenon of driving motorcycles without helmets or licenses and riding agricultural vehicles in rural areas is reduced by about 30 percent," a policeman said.
